First you gotta do the scribing main quest until you finish the wing of the dragon quest line. You only have to do this on one character tho, all other characters will be able to access these scrolls after that. Once you’ve done that, you can visit 9 different mages guild halls throughout tamriel to pick up your free scrolls.
